Yes. The smsto: URI scheme is supported by the native Messages app on both iOS and Android, and most third-party SMS apps.
Can I pre-fill the message body?

Is there a character limit on the message?
Standard SMS messages are limited to 160 characters per segment by the network. You can pre-fill longer text but users may be charged for multi-part messages depending on their carrier.
